On 29 June you have a broadcast about 5G. A VVD guy and a supposed expert are making Dutch people look like Electro smog lunatics. The gentleman with the dark glasses frame I would have liked the name and his background of conscience. What interests does he serve to justify 5G this way.

State scheme for the Batavian People
The draft of this State Regulation for the Batavian People was announced on behalf of the Constitutive Assembly 23 March; it was approved by the People's vote 23 April; proclaimed as such 1 May; entered into force 4 May 1798.
The Batavian People, forming a single and indivisible State, and asserting that the name of all the Reigns lies in the negation of the natural and sanctified rights of mankind in society, declare the following theses as the legal basis on which it establishes its State regulations, and as such rules, to which it wishes to have changed its civil and political relations.

State regulation of 1801
On 9 November 1799 Napoleon Bonaparte seized power in France by means of a coup d'état. He argued as a foreign policy that reconciliation had to take place, also in the Batavian Republic. For example, he wanted the obligatory oath against the stadholdership to disappear from the state regulation. All orangists should also be granted amnesty. This stimulated the idea in the Batavian Republic to adapt the state regulation of 1798 to more matters. However, the constitution stipulated that no change should take place until 1804. The Executive Committee then proposed that the people should vote on whether the constitution should be amended sooner. The proposal was voted down, but the Executive Committee was given permission by Napoleon to make its own decisions.[14]
There was a proposal to revise the constitution, which reversed the changes of 1798. The structure of the state was drastically changed. As executive power - successor to the Executive - a State Government was established, consisting of twelve persons with major powers. For the first time these were the following persons:
The Executive Committee ordered a popular vote before 1 October 1801. Of the 416,419 people entitled to vote, only 68,990, about 16%, appeared. 52,219 men voted against the new constitution and 16,771 voted in favour. As Napoleon had done before in France, those who stayed away were counted among those who voted in favour, and thus the state regulation of 1801 was adopted by an overwhelming majority.[16] With this constitution, the country was also given another name, one that should sound less revolutionary: "Batavian Commonwealth", but the old name also remained in use; even in official documents.
State regulation of 1805
In 1805 Napoleon arranged for the replacement of the state reign by a one-headed reign. Rutger Jan Schimmelpenninck was appointed to this post by France, with the title of board pensionary. There was a new state regulation, largely drawn up by Schimmelpenninck. The legislative power remained formally in the hands of the Legislative Body, but in practice an advisory body, the Council of State, was more important. Schimmelpenninck provided the first central administrative body in the history of the Low Countries. Five departments (Home Affairs, Foreign Affairs, Finance, Navy and War) formed the core of his government.
The new constitution implied the introduction of a presidential system, i.e. under the leadership of one person. The form of state itself, however, could best be compared to that of a 'constitutional monarchy',[17] but without a monarch. How the highest function of government was to be called was not filled; it would eventually become a 'council pensionary'. The legislative assembly would no longer be elected by popular referendum, but by the eight departmental boards and would be called Hunne Hoog Mogenden, with only nineteen members. In the future, the agents were given the title of 'secretary of state' and the council pensionary became that for Justice. The pensionary appointed all civil servants, army and naval officers, ambassadors and members of the courts. Their High Powers were still allowed to elect the members of the National Court of Justice. Determining the level of salaries and pensions of civil servants was also the task of a council pensionary. He was also commander-in-chief of the army and fleet and the highest authority of the police.[18] However, he could not legislate or set a budget.[17] This was done by the legislative assembly, but on the proposal of the council pensionary. From 6 to 16 April 1805, a plebiscite took place on a new state regulation and on the question whether Schimmelpenninck - for a term of office of five years - could become a council pensionary. Only 4% of those entitled to vote turned out, of whom 14,093 voted in favour and 136 against. It had been announced beforehand that those who did not turn up would be declared advocates. As a result, the result was set at 353,186 voters in favour and 136 against. On 29 April 1805, Schimmelpenninck was appointed Grand Pensionnaire, or grand pensionary, a name that bears a strong resemblance to the position of council pensionary abolished in 1795. In practice, Schimmelpenninck was referred to as a pensionary. However, Schimmelpenninck's office had more in common with that of president of a state. The palace Huis ten Bosch was used as his official residence.
In order not to make the story too long, because of Napoleon's occupation, the battle of Waterloo awarded the former Batavian Republic to William of Orange as the war booty of the occupied territory.

State regulation of 1798: first Constitution with a democratic system
State scheme for the Batavian People
The draft of this State Regulation for the Batavian People was announced on behalf of the Constitutive Assembly 23 March; it was approved by the People's vote 23 April; proclaimed as such 1 May; entered into force 4 May 1798.
The Batavian People, forming a single and indivisible State, and asserting that the name of all the Reigns lies in the negation of the natural and sanctified rights of mankind in society, declare the following theses as the legal basis on which it establishes its State regulations, and as such rules, to which it wishes to have changed its civil and political relations.

State regulation of 1801
On 9 November 1799 Napoleon Bonaparte seized power in France by means of a coup d'état. He argued as a foreign policy that reconciliation had to take place, also in the Batavian Republic. For example, he wanted the obligatory oath against the stadholdership to disappear from the state regulation. All orangists should also be granted amnesty. This stimulated the idea in the Batavian Republic to adapt the state regulation of 1798 to more matters. However, the constitution stipulated that no change should take place until 1804. The Executive Committee then proposed that the people should vote on whether the constitution should be amended sooner. The proposal was voted down, but the Executive Committee was given permission by Napoleon to make its own decisions.[14]
There was a proposal to revise the constitution, which reversed the changes of 1798. The structure of the state was drastically changed. As executive power - successor to the Executive - a State Government was established, consisting of twelve persons with major powers. For the first time these were the following persons:

The Executive Committee ordered a popular vote before 1 October 1801. Of the 416,419 people entitled to vote, only 68,990, about 16%, appeared. 52,219 men voted against the new constitution and 16,771 voted in favour. As Napoleon had done before in France, those who stayed away were counted among those who voted in favour, and thus the state regulation of 1801 was adopted by an overwhelming majority.[16] With this constitution, the country was also given another name, one that should sound less revolutionary: "Batavian Commonwealth", but the old name also remained in use; even in official documents.
State regulation of 1805
In 1805 Napoleon arranged for the replacement of the state reign by a one-headed reign. Rutger Jan Schimmelpenninck was appointed to this post by France, with the title of board pensionary. There was a new state regulation, largely drawn up by Schimmelpenninck. The legislative power remained formally in the hands of the Legislative Body, but in practice an advisory body, the Council of State, was more important. Schimmelpenninck provided the first central administrative body in the history of the Low Countries. Five departments (Home Affairs, Foreign Affairs, Finance, Navy and War) formed the core of his government.
The new constitution implied the introduction of a presidential system, i.e. under the leadership of one person. The form of state itself, however, could best be compared to that of a 'constitutional monarchy',[17] but without a monarch. How the highest function of government was to be called was not filled; it would eventually become a 'council pensionary'. The legislative assembly would no longer be elected by popular referendum, but by the eight departmental boards and would be called Hunne Hoog Mogenden, with only nineteen members. In the future, the agents were given the title of 'secretary of state' and the council pensionary became that for Justice. The pensionary appointed all civil servants, army and naval officers, ambassadors and members of the courts. Their High Powers were still allowed to elect the members of the National Court of Justice. Determining the level of salaries and pensions of civil servants was also the task of a council pensionary. He was also commander-in-chief of the army and fleet and the highest authority of the police.[18] However, he could not legislate or set a budget.[17] This was done by the legislative assembly, but on the proposal of the council pensionary. For advice on all legislation, the pensionary could appeal to a 'council of state', consisting of five to nine persons. The Hun Hunne Hoog Mogenden had no right of amendment and could - as since 1801 - only answer yes or no to the legislative and budgetary proposals. The judiciary remained independent, but proceedings against the state could be stopped by the Huns Hoog Mogenden at the request of the pensionary.
"Grand Pensionnaire" Schimmelpenninck
From 6 to 16 April 1805, a plebiscite took place on a new state regulation and on the question whether Schimmelpenninck - for a term of office of five years - could become a council pensionary. Only 4% of those entitled to vote turned out, of whom 14,093 voted in favour and 136 against. It had been announced beforehand that those who did not turn up would be declared advocates. As a result, the result was set at 353,186 voters in favour and 136 against. On 29 April 1805, Schimmelpenninck was appointed Grand Pensionnaire, or grand pensionary, a name that bears a strong resemblance to the position of council pensionary abolished in 1795. In practice, Schimmelpenninck was referred to as a pensionary. However, Schimmelpenninck's office had more in common with that of president of a state. The palace Huis ten Bosch was used as his official residence.
In order not to make the story too long, because of Napoleon's occupation, the battle of Waterloo awarded the former Batavian Republic to William of Orange as the war booty of the occupied territory.
